In multiparameter quantum estimation, the quantum Cramér–Rao bound (QCRB) is the standard lower bound on the precision of unbiased estimators, but unlike in single-parameter estimation it is not generally attainable: the measurements optimal for different parameters can be incompatible. Complete characterizations of when a single copy of a noisy (mixed, generally rank-deficient) probe state admits a measurement saturating the QCRB are known only for pure states (weak commutativity) and full-rank states (strong commutativity); the extended-commutativity condition on a larger Hilbert space is necessary and sufficient but non-constructive. The open problem is to give, for arbitrary single-copy state families including rank-deficient states, a checkable necessary-and-sufficient condition for the existence of a POVM saturating the QCRB (equivalently, for the most-informative bound to equal the QCRB), together with a constructive recipe for the optimal POVM — equivalently, a closed-form choice of extended symmetric-logarithmic-derivative operators. Recent work (2024–2026) has sharpened the hierarchy of commutativity conditions, produced strict separations and counterexamples, solved the construction for states obeying partial commutativity, and proposed a PDE-based characterization that remains unconsolidated; the general problem is open.

Background

Multiparameter quantum metrology estimates several unknown parameters θ=(θ1,…,θp)\boldsymbol{\theta}=(\theta_1,\dots,\theta_p) encoded in a quantum state ϱθ\varrho_{\boldsymbol{\theta}}. A measurement is described by a POVM (positive operator-valued measure), i.e. a set of positive operators E={Eω}E=\{E_\omega\} summing to the identity; classical Fisher information of the outcome statistics defines the classical Fisher information matrix (CFIM) FC(ϱθ,E)F_C(\varrho_{\boldsymbol{\theta}},E), and the Cramér–Rao theorem bounds the covariance of any locally unbiased estimator by FC−1F_C^{-1}. Maximizing the CFIM over all POVMs yields the quantum Fisher information matrix (QFIM) FQ(ϱθ)F_Q(\varrho_{\boldsymbol{\theta}}), expressed through the symmetric logarithmic derivatives (SLDs) LiL_i, the Hermitian operators defined by ∂iϱθ=(ϱθLi+Liϱθ)/2\partial_i\varrho_{\boldsymbol{\theta}}=(\varrho_{\boldsymbol{\theta}}L_i+L_i\varrho_{\boldsymbol{\theta}})/2. This gives the quantum Cramér–Rao bound (QCRB) Cov≥FQ−1\mathrm{Cov}\ge F_Q^{-1}. For a single parameter the bound is always saturable by measuring LL; for several parameters the SLDs need not commute, the optimal measurements for different parameters can be incompatible, and the QCRB can be strictly unattainable at the single-copy level (Ragy, Jarzyna and Demkowicz-Dobrzański, Phys. Rev. A 94, 052108 (2016)).

The structure of the problem is captured by a hierarchy of commutativity conditions on the SLDs, studied for unitary parameter encodings ϱθ=UθϱUθ†\varrho_{\boldsymbol{\theta}}=U_{\boldsymbol{\theta}}\varrho U_{\boldsymbol{\theta}}^\dagger with Hermitian generators Hi=iUθ†∂iUθH_i=iU_{\boldsymbol{\theta}}^\dagger\partial_iU_{\boldsymbol{\theta}} by Imai, Yang and Pezzè (arXiv:2602.12097): weak commutativity (WC) W(ϱθ)=0W(\varrho_{\boldsymbol{\theta}})=0 with [W]ij=tr[ϱθ(LiLj−LjLi)][W]_{ij}=\mathrm{tr}[\varrho_{\boldsymbol{\theta}}(L_iL_j-L_jL_i)]; partial commutativity (PC) P(ϱθ)=0P(\varrho_{\boldsymbol{\theta}})=0, the commutator projected onto the support of the state; one-sided commutativity (OC) O(ϱθ)=0O(\varrho_{\boldsymbol{\theta}})=0 for at least one choice of SLDs on the kernel; strong commutativity (SC) S(ϱθ)=0S(\varrho_{\boldsymbol{\theta}})=0, requiring one SLD choice to make all SLDs commute including on the kernel; and extended commutativity (EC), the existence of an isometry into a larger Hilbert space on which suitably extended SLDs commute (Matsumoto, arXiv:2111.09667; O Conlon et al., arXiv:2208.07386). A state is rank-deficient when its eigenvalue zero occurs, in which case the SLDs are non-unique on the kernel (the subspace of zero-eigenvalue eigenvectors), and this freedom is the source of the difficulty.

The solved regimes are: pure states, where WC is necessary and sufficient (Matsumoto, J. Phys. A 35, 3111 (2002)) and explicit optimal POVMs are known (Pezzè et al., Phys. Rev. Lett. 119, 130504 (2017)); and full-rank states, where the SC condition of Nagaoka is necessary and sufficient. For general states, PC is necessary (Yang, Pang, Zhou and Jordan, Phys. Rev. A 100, 032104 (2019)), PC is necessary and sufficient for the equality between the Nagaoka–Hayashi bound (a single-copy bound based on a bound-optimization over measurements) and the QCRB (O Conlon et al., arXiv:2208.07386), and EC is necessary and sufficient for saturating the QCRB — but EC does not specify how to choose the extended SLDs, so it does not provide a usable criterion or a measurement construction. Imai, Yang and Pezzè (arXiv:2602.12097) proved strict separations within this hierarchy and gave counterintuitive examples: commuting generators [Hi,Hj]=0[H_i,H_j]=0 do not imply saturability for mixed states, and PC can hold while OC fails. Their Section II.E formulates the field's standing problems: Problem (A), a general necessary-and-sufficient characterization of single-copy states with CMI(ϱθ)=CQCR(ϱθ)\mathcal{C}_{\mathrm{MI}}(\varrho_{\boldsymbol{\theta}})=\mathcal{C}_{\mathrm{QCR}}(\varrho_{\boldsymbol{\theta}}) — the most-informative bound (optimized over POVMs and estimators) equaling the QCR-bound value, which is equivalent to saturability by some single POVM — and Problem (B), a constructive recipe for POVMs achieving FC(ϱθ,E)=FQ(ϱθ)F_C(\varrho_{\boldsymbol{\theta}},E)=F_Q(\varrho_{\boldsymbol{\theta}}). Yang, Imai and Pezzè (arXiv:2601.21801) recast saturability as the simultaneous hollowization of associated traceless operators (finding complete, generally nonorthogonal bases in which all their diagonal elements vanish), solved the construction when PC holds, and showed PC is not always sufficient. The openness of Problems (A) and (B) rests on the metrology literature cited above.

Problem Statement

For a family of finite-dimensional quantum states ϱθ\varrho_{\boldsymbol{\theta}} depending on p≥2p\ge2 unknown parameters (arbitrary rank, in particular rank-deficient, and not restricted to unitary encodings), solve the following two linked problems, which together make the extended-commutativity condition operational.

(A) Give a checkable necessary-and-sufficient condition on ϱθ\varrho_{\boldsymbol{\theta}} — closed-form in the SLD/eigenvalue data of the state family, or a terminating finite procedure — equivalent to the existence, at each parameter point θ\boldsymbol{\theta} of the family, of a single POVM EE (one measurement common to all pp parameters, which may itself depend on θ\boldsymbol{\theta}) and a locally unbiased estimator achieving FC(ϱθ,E)=FQ(ϱθ)F_C(\varrho_{\boldsymbol{\theta}},E)=F_Q(\varrho_{\boldsymbol{\theta}}). 'Checkable' excludes characterizations that merely restate the question as an unconstrained existence problem, such as an unqualified demand for unitary solutions of coupled nonlinear PDEs of unknown solvability.

(B) Provide a constructive recipe that, when the condition of (A) holds, outputs an explicit POVM saturating the QCRB — equivalently, a closed-form choice of extended SLD operators on the enlarged Hilbert space for which the EC condition provably holds.

The solution must reduce to the known weak-commutativity (resp. strong-commutativity) characterizations on pure (resp. full-rank) states, and must be consistent with the strict separations and counterexamples established in arXiv:2602.12097 and arXiv:2601.21801 (commuting generators with mixed probes, PC-without-OC, and PC-satisfying but non-saturable states).
