The 2001 Letter of Shor, Smolin, and Terhal showed that a single conjecture about Werner states controls the additivity structure of bipartite distillable entanglement : if the Werner states with are undistillable — the conjecture advanced in 2000 by DiVincenzo, Shor, Smolin, Terhal, and Thapliyal and independently by Dür, Cirac, Lewenstein, and Bruß — then is superactivating (a PPT bound entangled state built from an unextendible product basis activates a conjectured NPT bound entangled Werner state) and nonconvex. Deciding this conjecture is the Werner-state instantiation of the NPT bound entanglement problem, one of the oldest open problems of quantum information theory: determine whether the NPT Werner states that are undistillable on one copy are undistillable on every number of copies. The one-copy case has been known since 2000; in July 2026 four independent preprints settled the two-copy case (the states are 2-copy undistillable exactly where they are 1-copy undistillable), and partial three-copy endpoint results exist; the conjecture for all copy numbers — and with it the existence of NPT bound entanglement, the superactivation and nonconvexity of , and a quantitative theory of activation of NPT states by PPT bound entangled states — remains open.
Background
Two parties, Alice and Bob, share many copies of a mixed state of a bipartite system and may act only with local quantum operations on their own subsystems, coordinated by classical communication (LOCC). Entanglement distillation is the task of converting such copies into maximally entangled pairs (ebits); the optimal asymptotic yield in ebits per copy is the distillable entanglement , the operational counterpart of the entanglement cost. A basic tool is the partial transpose: transposing the matrix of on Bob's subsystem only. The Peres–Horodecki criterion states that every separable (classically correlated) state stays positive semidefinite under this operation; states that fail it are called NPT (negative partial transpose) and are necessarily entangled, while states that pass it are called PPT. Horodecki, Horodecki, and Horodecki (1998) proved that every PPT entangled state is undistillable (); such states are called bound entangled. They left open the converse direction: whether every NPT state is distillable, i.e., whether bound entanglement can also occur on the NPT side. This is the NPT bound entanglement problem, open since 1998.
The canonical test family is the Werner states (Werner 1989): the states of invariant under for every unitary . The one-parameter family can be written as with and the swap operator, . These states are separable if and only if (for this family, PPT and separable coincide), NPT if and only if , and distillable from a single copy if and only if ; hence for qubits () NPT and distillable coincide, while for a nonempty region of NPT states resists one-copy distillation. The parametrization used in the Letter is , where corresponds to , i.e., precisely the NPT one-copy-undistillable region in dimension three.
Distillability admits a finite-copy test (Horodecki, Horodecki, and Horodecki 1998): is distillable if and only if there exist a copy number and a vector of Schmidt rank 2 (rank 2 of the reduced matrix when the vector is viewed across the cut) such that . DiVincenzo, Shor, Smolin, Terhal, and Thapliyal (2000) and Dür, Cirac, Lewenstein, and Bruß (2000) conjectured that the NPT Werner states in the one-copy-undistillable region fail this test for every ; DiVincenzo et al. also showed that their two-parameter Werner-type family is canonical, in the sense that every NPT bipartite state can be transformed by LOCC into a member of this family, so the family captures the general question rather than a niche case. Shor, Smolin, and Terhal (2001) restated this as their Conjecture 1 and proved what follows from it.
The Letter tensors , for just above , with a PPT bound entangled state built from the 'Pent' unextendible product basis (UPB) of Bennett et al. (1999) — an incomplete orthogonal basis of product states whose orthogonal complement contains no product states, so the normalized projector onto that complement is PPT bound entangled. They constructed an explicit Schmidt-rank-2 vector with for in a narrow window above (their Eq. (17) is negative only for roughly ). Hence, conditionally on Conjecture 1, while : a superactivation of distillable entanglement (two individually useless states become jointly useful). The same construction implies that is not a convex function and provides examples of irreversible asymptotic entanglement processing. The Letter closes by acknowledging that the conjecture 'remains elusive', that the witness may be non-optimal and that several copies of might extend the activation window, that the strategy likely generalizes to other UPB-based bound entangled states, and that the activation effect is numerically tiny and seems to vanish near the separable boundary.
The conjecture has since been reduced to concrete matrix problems. For two copies it becomes a statement about the sum of the two largest squared singular values of for traceless matrices with fixed Frobenius norm (Pankowski et al. 2010; Qian et al. 2019), or, equivalently, about partial-trace norm inequalities for operators of rank at most two (Costa Rico 2025). Watrous (2004) proved that some distillable states require an arbitrarily large number of copies before any distillation protocol succeeds, so no bounded-copy computation can settle the conjecture: it is a genuinely uniform statement over all copy numbers .
Problem Statement
Decide the Werner-state instantiation of the NPT bound entanglement problem — the conjecture advanced in 2000 by DiVincenzo, Shor, Smolin, Terhal, and Thapliyal and independently by Dür, Cirac, Lewenstein, and Bruß, which Shor, Smolin, and Terhal stated on as their Conjecture 1:
In the standard parametrization the Werner states on are with the swap operator; determine whether every NPT state with , , is undistillable, ; that is, whether for every copy number and every Schmidt-rank-2 vector one has . Conjecture 1 of Shor, Smolin, and Terhal is the instance of this general statement — the fixed-dimension family on with (i.e. ) — and the required target is the stronger all-dimension statement above, not the case alone. Prove the general statement, or refute it by exhibiting and , a copy number , and an explicit Schmidt-rank-2 vector with , which by the Horodecki distillability criterion would make the state distillable. The one-copy case has been settled since 2000 and the two-copy case is claimed settled in 2026 (affirmatively for undistillability); the answer required here covers all copy numbers and all local dimensions , with no restriction to bounded .
A resolution of this core decides, through the theorems already proved in the Letter, whether NPT bound entanglement exists at all in the canonical Werner family; if the conjecture is proved, it also decides the conditional structure results attached to it — that bipartite distillable entanglement is superactivating ( with ) and nonconvex — while a refutation would instead settle the conjecture negatively and leave those general superactivation and nonconvexity questions open. The central target is the core conjecture; the two linked questions from the Letter concern (1) the quantitative activation structure — whether the Schmidt-rank-2 activation witness of the Letter is optimal, whether multiple copies of the PPT activator or other PPT bound entangled states (other UPB-based states, antisymmetric-subspace-based states) extend the activation window beyond roughly toward the separable boundary, and which PPT bound entangled states can activate which (conjectured) NPT bound states; (2) the yields and asymptotic distillation rates achievable in such activated distillation, including the robustness of the tiny activation effect.
